The Ministry of Finance and the Ministry of Energy are proposing to extend measures limiting fuel price increases until January 31, 2027, according to a draft published on Monday for public consultation. The measures would apply from November 1, 2026, if the decision is adopted before the current provisions expire on October 31.

The most important benefit for drivers is the temporary reduction in the diesel excise duty, which can reach 25%. At the current maximum level, ending the reduction would increase the price by approximately 85 bani per liter. For a 50-liter tank, the difference would be around 42 lei, according to estimates by the Ministry of Finance. The actual price will depend, however, on market developments.

The draft also provides for a cap on commercial markups for gasoline and diesel, as well as limiting price increases to no more than once a day. Exports of diesel and crude oil will continue to require special approvals.

The excise duty reduction will not automatically be 25% during every period. The level will be set once every two weeks, depending on international quotations and average prices at the pump. The authorities justify the extension by the significant increase in fuel costs and estimate budget losses of up to 460 million lei per month if the tax benefit remains at its maximum level.
