Romanian farmers could buy diesel without excise duty, directly at the pump, starting in 2027, through a mechanism currently under discussion between the Ministry of Agriculture and the Ministry of Finance. The announcement was made on Thursday by Agriculture Minister Florin Barbu at the AGRI4FUTURE National Conference.

The measure would eliminate the initial payment of the excise duty and the subsequent reimbursement of the money to farmers. Currently, one liter of diesel costs approximately 11 lei, while the excise duty accounts for between 2.7 and 3 lei of this price. The details regarding how the mechanism will operate have not yet been established.

The Ministry of Agriculture must pay, during the budget rectification in November, the amounts corresponding to the excise duty for the second and third quarters. According to Florin Barbu, farmers in the crop production sector also benefit from VAT reimbursement for expenses related to diesel, machinery, repairs, and utilities.

The government is also preparing support worth nearly 60 million euros to offset fertilizer costs. The project provides for 29.8 million euros from European funds and 30 million euros from the state budget and has been sent to the Ministry of Finance.

Context: Romania maintained reductions in the excise duty on diesel and began paying aid to farmers

Before discussions about a new support mechanism, the Ministry of Finance continued, during the period from October 1–15, 2026, the 25% reduction in the excise duty on diesel, as an intervention to limit the effects of rising prices on the economy and the population, amid pressures in the fuel market.

At the same time, APIA began paying state aid for diesel used in agriculture in the second quarter, for the crop, livestock, and land improvement sectors, with the amount exceeding 150 million lei. In parallel, the European Commission also approved an aid scheme of up to 52 million euros for Romanian cattle farmers affected by rising fuel and fertilizer costs.
