The Mayor of Sector 4, Daniel Băluță, announced the PSD initiative to submit a draft resolution to the General Council of Bucharest, aimed at protecting consumers. The project stipulates that homeowners' associations will no longer pay for hot water and thermal agent services delivered below normal parameters. Băluță emphasized that, in the event that Termoenergetica and ELCEN do not provide hot water at appropriate temperatures, residents will be exempt from payment.

The mayor highlighted current issues, such as the delivery of hot water at inadequate temperatures and non-functional radiators. The project could affect bills in January and aims to hold service providers accountable. Băluță stated that citizens should not have to pay for poor quality services and called for Termoenergetica and ELCEN to resolve the issues. Additionally, the mayor proposed a reform of heating subsidies, so that they are granted based on the actual income of citizens, considering the large number of pensioners with low pensions. Băluță promised to fight against additional austerity measures.
