Greek group PPC, through its wholly owned subsidiary Kotsovolos, has reached an agreement to acquire 100% of the shares in Romanian retailer Flanco Retail. The transaction values the company at €35 million and is expected to be completed by the end of 2026, subject to obtaining the necessary approvals from regulatory authorities.

Flanco’s shares are held by Iulian Stanciu, with a 98% stake, and Dragoș Sîrbu, with 2%. The acquisition will be financed from PPC Group’s available internal funds, without loans.

Flanco operates 150 stores in more than 100 cities, with a total sales area of nearly 60,000 square meters. The company has more than 1,200 employees, a third-party logistics platform covering 37,500 square meters, and records more than 14 million customer visits annually.

PPC intends to maintain and expand Flanco’s operations, using the network as distribution and customer service infrastructure. The stores are expected to promote energy solutions such as photovoltaic panels, heat pumps, electric vehicle charging stations, and smart energy technologies. The acquisition is part of PPC’s strategic plan for 2026–2030 and strengthens the group’s expansion in Southeastern Europe.

,
Context: The PPC–Stanciu discussions for the acquisition of Flanco were underway, as part of an expansion plan from energy into retail

Before the transaction was officially announced, Public Power Corporation (PPC) indicated its intention to buy Flanco, an electronics and IT retailer controlled by entrepreneur Iulian Stanciu. Information that emerged at the time showed that the discussions had not been finalized and that there was no public timetable for concluding a transaction.

At the same time, PPC was presented as a company more than 34% controlled by the Greek state, which had already expanded its presence in Romania by taking over, in 2023, the Romanian operations and assets of the Italian group Enel. In this context, the acquisition of Flanco was seen as a way to gain direct access to consumers and develop a retail channel specializing in electrical appliances, technological systems, and energy solutions.
