Designated Prime Minister Luca Niculescu is proposing, through the government program, to index pensions starting in 2027 and introduce a support package for vulnerable families affected by rising prices and higher energy bills. The implementation of the measures will depend on budgetary resources and deficit-reduction targets.

The intended beneficiaries include families with at least three children, single-parent families, veterans and people with disabilities. The program also provides for a 50% reduction in the backlog of delayed pension files by June 2027, the digitization of archives and the introduction of an electronic pension slip.

For parents, the document includes the option of keeping the childcare allowance for six months or three months, depending on when they return to work. Employed grandparents could take parental leave, while the in vitro fertilization program is expected to continue for 10,000 beneficiaries annually.

The government proposes accelerating the “First Job” program, expanding apprenticeships and establishing a national pact for the labor market. It also provides for new rules for digital platform workers, reforming the Labor Inspectorate and introducing a new law on public-sector pay.

In the social sector, the document targets integrated services in 2,000 rural communities, home care, support for people with disabilities and vouchers of up to 8,000 euros for assistive technologies. The measures require legislative amendments, funding and consultations, meaning they do not guarantee implementation in the announced form.

Context: Luca Niculescu is preparing the governing program, focusing on protecting incomes and budgetary balance

Before the program’s presentation, designated prime minister Luca Niculescu announced that he is working on finalizing the document and that consultations with parliamentary parties will follow. In previous communications, he emphasized finding solutions for political and economic balance, as well as protecting purchasing power amid rising prices and fiscal-budgetary adjustment.

Niculescu also spoke about the general direction of the measures: economic recovery, support for pensioners receiving small pensions, and discussions regarding a new wage law. At the same time, he stressed that any policy package must be linked to the responsibility of maintaining financial stability, and for 2027 he avoided firm promises until the budgetary situation is clarified and a budget rectification is adopted.

In this context, he mentioned that pensions are expected to be indexed in 2027 and described his intention to approach the measures „prudently,” depending on budgetary possibilities, following negotiations and consultations with the parties and social partners.
