The Parliament has adopted the new Urbanism Code, which simplifies construction procedures and reduces bureaucracy. The transfer of the powers to issue permits will take place from 2028.

The Romanian Parliament recently adopted the new Urbanism Code, a law aimed at simplifying procedures in the construction field and reducing bureaucracy. The project brings together 21 distinct normative acts and is part of the reforms undertaken through the PNRR. The Minister of Development, Cseke Attila, emphasized that the adoption of this code will allow Romania not to lose 972 million euros from European funds.


An important change is the digitalization of the process for issuing urbanism certificates and building permits, with a reduced issuance period of 65 days. Additionally, starting from November 1, 2028, all building permits in Bucharest will be issued by the General City Hall, not by the sector city halls, as a result of a PSD amendment. The new code introduces obligations for real estate developers and simplified procedures for constructions in rural areas. Furthermore, the National Register of Constructions will be established to improve the quality of works.
