Starting from August 25, Romania will implement a new Code of land planning, urbanism, and construction, considered the most important regulatory act in the field of construction in the last two decades.
This correlates the legislation regarding the authorization of construction works with that of land planning, promising to eliminate legislative conflicts and bring clarifications. The Ministry of Development emphasizes that the reforms will reduce bureaucracy and accelerate urban planning processes. However, criticisms suggest that simply changing the law will not solve existing institutional problems.
Law 50/1991 has undergone over 80 amendments, and legislative stability remains a concern. The practical application of the new Code will be crucial, considering the previous difficulties in implementing legal norms. It remains to be seen whether this Code will withstand the test of time or will require further adjustments.
