The Ministry of Economy is preparing new rules for short-term rentals

The Ministry of Economy, Digitalization, Entrepreneurship and Tourism is preparing to amend legislation on apartments and rooms rented on a short-term basis, to align it with European Regulation 2024/1028. The changes aim to increase oversight of these units and protect tourists.

Alin Grigore, a director general within the ministry, said on Friday at the “Smart Hospitality 2026” conference that each apartment or room offered to tourists would receive a unique registration number. In Romania, accommodation units must hold a classification certificate, and those operating without this document may be sanctioned.

Booking platforms would be required to provide authorities with aggregated data on stays, such as the main tourism markets and length of stay, without individually identifying tourists. The ministry also supports removing listings in buildings at seismic risk.

The bill is being drafted together with the Federation of the Hotel Industry of Romania, employers’ associations and non-governmental organizations. At the same time, the institution is working on a digital accommodation form and the establishment of a national destination management organization.
