According to the new Urbanism Code, which will come into force on August 25, 2026, local authorities in Romania will be required to delineate zero or low emission zones, where access for vehicles emitting carbon dioxide will be restricted. Municipalities have a deadline of 12 months to update their general urban planning and integrate these measures.
The Code defines zero and low emission zones, but does not provide a national list of prohibited vehicles, leaving it to local authorities to establish specific rules.
The Municipality of Bucharest has announced that it will not register Urbanism requests in the immediate future, in order to adapt to the new legislative requirements.
