The Ministry of Justice has announced the completion of a draft law aimed at protecting against abusive lawsuits, known as SLAPP actions, which are used to intimidate individuals involved in public mobilizations. The draft transposes Directive (EU) 2024/1069 into national legislation, establishing minimum protection standards for freedom of expression, information, association, and peaceful assembly. The direct beneficiaries of this law are journalists, media organizations, activists, and human rights defenders.
Among the proposed measures are the imposition of a bond for court costs, the swift dismissal of unfounded claims, and the provision of damages for harm. Additionally, it is anticipated that sanctions will be applied against abusers of the judicial system. Authorities estimate that the new regulations will reduce abusive lawsuits, relieve the courts, and limit judicial costs, having a positive social impact on public debates.
