The Deputy Mayor of Cluj-Napoca, Dan Tarcea, issued a warning regarding the phenomenon of organized begging in the city, emphasizing that support provided by citizens can inadvertently contribute to the exploitation of vulnerable individuals. Tarcea explained that many of the beggars are not from the community and are brought in specifically for this activity, backed by an organized network. He mentioned that often, beggars use emotion to evoke the pity of passersby, and behind these stories lies a more complex reality. The Deputy Mayor highlighted the importance of responsible assistance, recommending support for social centers and accredited NGOs, instead of giving money on the street, to avoid perpetuating a system of exploitation of vulnerable people.
