The Superior Council of Magistracy (CSM) reported that the courts in Romania managed 3,578,860 cases in 2025, maintaining a workload similar to that of 2024. Of these, 2,372,304 were new cases. The courts had the highest activity, with 2,652,160 cases, followed by tribunals with 709,213 and courts of appeal with 194,617.
At the beginning of 2025, out of the 5,071 judge positions, 4,251 were occupied, leaving 820 vacant, which represents an occupancy rate of 83%. The shortage of judges was caused by the inability to organize admission competitions for the judiciary, and in 2026, the suspension of filling vacant positions will continue. CSM highlighted the challenges faced by the judicial system in the context of these statistics.
