Before the discussions dedicated to the Country Plan, Roxana Mînzatu drew attention to the fact that negotiations for the 2028-2034 multiannual financial framework must maintain a “sufficiently strong” social dimension for funding employment, skills and inclusion. In the same direction, the Commission proposed that at least 14% of national and regional plans be dedicated to social expenditure, while the Commission and the European Committee of the Regions signed a new Joint Action Plan on employment and social policies.
During the same period, Mînzatu linked the education agenda to the results of PISA 2025, warning that too many young Europeans face difficulties with basic skills. She announced an Education Package in November and launched a European Coalition for Literacy, intended to support the teaching of reading and writing, cooperation between schools and libraries, and the development of the capacity to assess information online.
