Roxana Mînzatu launches the European Literacy Coalition following the 2025 PISA results

European Commission Executive Vice-President Roxana Mînzatu announced on Monday in Brussels the launch of the European Literacy Coalition in response to the 2025 PISA test results, which indicate significant difficulties in text comprehension among young people in the European Union.

According to the European official, one in three 15-year-olds in the EU has difficulty understanding a simple text. The situation affects the learning process, access to employment, entrepreneurial initiatives and participation in civic life. Against the backdrop of the rapid expansion of artificial intelligence, the European Commission highlights the importance of basic skills and critical thinking.

The coalition brings together teachers, librarians, publishers, researchers, organisations and authorities, and aims to support educators with proven methods for teaching reading and writing, foster cooperation between schools, libraries and families, and develop the ability to assess information online and identify disinformation.

The initiative is open to schools, parents, employers, non-governmental organisations, universities, public institutions and media groups. Roxana Mînzatu invited schools, libraries and organisations in Romania to join.

In Romania, students scored below the OECD average in all three assessed areas. Only 48% reach the minimum level in mathematics, 52% in reading and 54% in science. In reading, the score fell by 16 points compared with the previous assessment.
