Romania is entering a critical phase of the National Recovery and Resilience Plan, giving up €7 billion of funds. With some €21bn available, authorities must decide by August 2025 which projects remain in the NRRP. Projects with execution below 30% risk being scrapped, and failure to complete them could lead to the return of funds and penalties. The government is seeking co-financing from the state budget and local authorities to speed up implementation.
