A survey conducted by the APSAP Training Center shows that over 70% of employees in the public system believe that their current income does not reflect the volume and complexity of the work performed. Almost 5,000 employees participated, and 50% of respondents want a "slightly higher" salary increase, while 20% want a "significantly higher" one. Compared to colleagues in the European Union, salaries in Romania are significantly lower, highlighting the need for coherent national policies to leverage the potential of human resources in public administration.

The survey reveals that 85% of respondents hold executive positions, and incomes are concentrated in the range of 5,000-7,000 lei net. Additionally, most employees have a high academic background, with 49% holding master's degrees. Stability is evident, with over 33% of respondents having more than 15 years of service in the same institution, suggesting both loyalty and a need for modernization of the system.
