The mayor general of Bucharest says that the budget of the Bucharest City Hall is a subsistence budget, half of which, three billion lei, is spent on subsidies for heating and public transportation. He recognizes that Bucharest's citizens pay directly only one third of the price of gigacalorie and that the new General Council will discuss raising the price of heating for the population.
