President Nicusor Dan has promulgated the law eliminating the possibility for high schools to organize their own entrance exams, in addition to the National Assessment. The legislation amends Article 101 of Pre-university Education Law No. 198/2023 and puts an end to a system that allowed colleges to select students through separate examinations.
The law adopted in 2023 provided that certain high schools could organize their own exam for up to half of the available places. Implementation of this provision had been postponed, while Parliament initially considered extending the deadline by another two years.
During debates in the Chamber of Deputies, however, lawmakers adopted an amendment that not only postponed the system but definitively eliminated the possibility of an additional exam. The Senate approved the measure on September 8, with 104 votes in favor and three abstentions.
Save the Children Romania had previously criticized the introduction of separate exams, arguing that they could deepen inequalities in education and increase the advantages of students whose parents can afford private tutoring. According to a survey conducted by the organization, 43% of students aged between 10 and 17 said they take private lessons, with the proportion reaching 57% among middle school students.
