Before challenging the law on cleaning graffiti from historic monuments, President Nicușor Dan had taken several similar steps concerning constitutional review and the reexamination of normative acts. He referred a law in the field of decarbonizing the energy sector to the Constitutional Court, arguing that the amendments could affect Romania’s obligations and environmental protection, and that the law might not meet clarity requirements.
At the same time, the president asked Parliament to reconsider a law that amended the regime governing protected natural areas and environmental impact assessment, arguing that the amendments allow changes for hydropower projects without an adequate impact assessment. In this context, he also invoked risks of legislative inconsistency and the need for unified environmental protection regulations.
In parallel, Nicușor Dan challenged before the Constitutional Court an amendment adopted by Parliament concerning the obligation of the life partners of public officials to publish their wealth and interests declarations, while in other situations he requested the reanalysis of laws following Court decisions. These steps were presented as measures through which the president seeks to correct constitutional issues and clarify how the provisions are to be applied.
