The authorities in Galați have been requesting for more than a year the clarification of the legislative chaos regarding the intervention after the fall of a drone. The refusal of the Ministry of Internal Affairs to include drones in the Government Decision came 3 days before the incident in Galați.

Since February 2025, when the first drone crashed 10 km from Galați, two prefects of the county have reported to the Government four times that they are dealing with an unclear legislative framework, which places the Ministry of Education as the responsible authority, considering that, based on current legislation, from the entire list of risk types, drone crashes can only be assimilated to "falls of objects from the atmosphere and from space".


The response from the Ministry of Internal Affairs came three days before a drone was to fall on a building: "We appreciate that it is necessary to maintain the current regulatory framework. This approach takes into account the fact that events of the nature reported can be framed in the types of risks already regulated, namely 'falls of objects from the atmosphere and from space', as well as 'unexploded or deactivated ammunition left over from military conflicts', as the case may be".
