CNAIR changes road pricing starting October 1, 2026: the Fetești-Cernavodă bridge toll is eliminated, while trucks switch to the TollRo system

The new charging system for the use of national roads will be applied in Romania starting on October 1, 2026, according to the schedule announced by CNAIR. The change eliminates the Fetești-Cernavodă bridge toll and the other tolls regulated by the former legislation, while the charges will take pollution and the distance traveled more into account.

For passenger cars and vehicles weighing up to 3.5 tons, the road vignette remains mandatory, but the price will be determined according to the category, validity period, and EURO emission standard. Thus, similar vehicles with different emissions may have different charges.

Freight vehicles with a maximum authorized mass of over 3.5 tons will switch to the TollRo system. The cost will be calculated based on the number of kilometers traveled, the unit charge, and the vehicle's emissions, including both infrastructure use and the external costs generated by pollution.

The measures are provided for by Law no. 226/2023 and have been postponed several times. The implementation of the electronic systems must be completed by August 31, 2026.

For road vignettes and tolls purchased previously, transitional rules are provided and, in certain situations, the possibility of refunding unused amounts.

Connection to the European tolling system is estimated for January 15, 2027.
