Romania’s road taxation system will change starting October 1, 2026. The road vignette will have differentiated rates based on emissions standards, while freight vehicles with a maximum authorised mass of more than 3.5 tonnes will enter the TollRo system, where payment is based on the distance travelled.
The new rate schedule was established by an order of the Ministry of Transport published in the Official Gazette on September 25, 2026. Road vignettes issued before October 1 will remain valid until expiry for passenger cars, minibuses, coaches and freight vehicles of up to 3.5 tonnes.
For passenger cars, rates will be set according to four categories: electric vehicles, Euro 6, Euro 4-5 and Euro 0-3. For the annual pass, the price will fall to 228 lei for electric cars and 254 lei for Euro 6 vehicles, but will rise to 292 lei for Euro 4-5 and 330 lei for Euro 0-3. The one-day road vignette will become more expensive for all categories.
From the same date, CNAIR’s TollRo platform will become operational for heavy vehicles travelling on motorways, expressways and national roads. The rate will depend on distance, vehicle weight, number of axles, Euro emissions standard and road type. On national roads, the charge is half that on motorways and expressways.
For a truck weighing more than 12 tonnes, the cost is 0.48 lei per kilometre for Euro VI and 0.62 lei for Euro 0-III on motorways. Thus, over 1,000 kilometres, the difference between the two categories reaches 140 lei.
