ELCEN is additionally introducing 1,860 tonnes of hot water per hour into Bucharest’s district heating system to compensate for the massive losses in the network operated by Termoenergetica, according to a statement sent on Sunday. The company warns that the leaks are affecting the pressure and temperature of the heating agent reaching consumers.
At CET București Sud, the flow of make-up water constantly exceeds 900 tonnes per hour, equivalent to more than 900,000 liters. ELCEN maintains that, in this area, approximately 15,000 liters per minute are needed to compensate for the losses. The flow is more than twice the contractual limit of 400 tonnes per hour and approximately 50% above the flow provided for emergency situations.
The company states that it has not stopped supplying the heating agent, but warns that the treatment facilities, pumps, and equipment are being overloaded. Maintaining the situation could affect both the production of thermal energy and that of electricity delivered to the National Energy System.
ELCEN emphasizes that responsibility for maintaining and modernizing the transmission and distribution network lies with Termoenergetica.
