Ionuț Dumitru, director general of the Constanța General Directorate of Local Police, has been indicted by DNA prosecutors and is accused of continued abuse of office. According to investigators, between April 2024 and September 2025, he allegedly ordered the administrative removal from the civil enforcement process of 60 reports documenting and sanctioning offenses, involving fines totaling 108,521 lei.
DNA prosecutors from the Constanța Territorial Service claim that the measures were approved by signing official notes and reports prepared by local police officers under his authority. The offense is being investigated as 55 material acts, and the defendant will be tried while at liberty.
The reports had been served on the offenders. Some had already become enforceable titles, while others were due to acquire this status after the deadline for filing complaints against the offenses expired. By removing them from the enforcement process, the documents would no longer have been sent to the competent tax authorities for the recovery of the fines.
The DNA estimates that 19 beneficiary administrative-territorial units did not collect the respective amounts, and that their budgets were harmed by 108,521 lei. The case was sent to the Constanța Tribunal for trial, with prosecutors requesting that the protective measure imposed in the case be maintained. An indictment does not constitute a conviction; this is to be decided by the court.
