A specialist inspector with the Dobrogea-Littoral Water Basin Administration, part of the Constanța Water Management System, was caught in the act by DNA prosecutors while receiving a 10,000-lei bribe. The money was allegedly requested in exchange for imposing milder sanctions and overlooking other irregularities identified during inspections.

DNA Constanța announced that, on September 7, 2026, it ordered the initiation of criminal proceedings and placed Cosmin-Ștefan Gearâp, accused of taking bribes, under judicial supervision for 60 days.

According to prosecutors, during September, the inspector allegedly asked the administrator of several companies for money in connection with his inspection duties. The request allegedly came after checks had been carried out at two companies managed by the same person. The inspector also allegedly cited construction work carried out on a section of beach before the handover report was prepared.

While under judicial supervision, the defendant may not leave Romania without the prosecutors’ approval, may not contact the persons listed in the order, and may no longer perform his duties as an inspector in the water management sector.
