The National House of Public Pensions (CNPP) rejects claims that 2.2 million pensions were calculated incorrectly and explains that the figure resulted from extrapolating spot checks conducted by the Court of Accounts.

CNPP President Vasilica Valentina Robu says that 2.2 million files were not checked and that the report does not establish that all of them contain errors. As part of the audit, several files were reviewed on a sample basis, and the results were extrapolated to the entire system. According to the institution, such a method does not support the conclusion that all pensions were calculated incorrectly.

The clarifications come after the Court of Accounts’ report on activity in 2024 mentioned irregularities in payments made by the territorial pension houses. Some differences resulted in overpayments and others in underpayments following recalculations.

CNPP says it is reviewing the reported cases and that, where differences are confirmed, pensioners will receive the amounts owed retroactively, from the date on which they became legally entitled to them. The institution notes that a Court of Accounts audit generally takes between four and six months and covers CNPP’s entire activity. In 2024, the territorial pension houses paid approximately 136 billion lei from the state social insurance budget.

Context: The Court of Accounts identified irregularities in the recalculation of pensions, and concerns arose regarding the recovery of amounts

Before CNPP’s clarifications, the Court of Accounts reported suspected errors in the recalculation of pensions under Law 360/2023: 574,060 cases in which the scores would have been higher than those due (with an estimated overvaluation of more than 71 million lei) and 2,211,060 cases in which the scores would have been undervalued (with estimated differences of more than 230 million lei). The audit also covered the improper functioning of the IT system and incorrect manual entries.

At the same time, the possibility was also discussed that, in situations where excess amounts had been paid, recovery could be carried out through enforcement (including garnishment), with limitations on the deductions from monthly income.
