The National House of Public Pensions (CNPP) states that the estimate suggesting approximately 2.2 million pensions were incorrectly calculated did not result from the individual verification of all files. The figure appears in the Court of Accounts’ financial audit report for 2024 and was obtained through the statistical extrapolation of samples.

Auditors analyzed a limited number of files in detail, and the results were extended to the system as a whole. CNPP emphasizes that a value estimated through extrapolation does not mean that all files included in the calculation were found to be incorrect. The existence and amount of any potential difference can be established only by checking the documents in each file.

According to the report, in the case of old-age pensions recalculated under the new legislation, more than 2.2 million beneficiaries may have received amounts lower than those to which they were entitled, with an estimated value of approximately 230 million lei. In more than 570,000 other cases, the estimate indicates overpayments totaling more than 71 million lei.

CNPP states that the recalculation process, carried out within a short period and on an unprecedented scale, involved processing a huge volume of data. The institution does not rule out isolated errors, but rejects their generalization to millions of pensions.

Each reported situation will be checked individually. If the differences are confirmed, legal measures will be taken to recover amounts paid without justification or to grant outstanding entitlements. CNPP also announces that it will challenge the report’s conclusions in court.
