According to the second edition of City Index 2025, conducted by the Institute for Visionary Cities, Cluj-Napoca confirms its status as a leader in urban performance in Romania, excelling in education, quality of life, and entrepreneurial spirit. The city achieved the best scores in indicators such as the quality of education and entrepreneurial density. Additionally, Cluj-Napoca surpassed Bucharest in the Vibrancy component, which reflects the social and cultural energy of the city.


Bucharest, although ranking second overall and being a leader in economy and innovation, faces issues related to quality of life, safety, and housing. The report highlights a shift in urban priorities, emphasizing the importance of entertainment and education in city performance. Other cities such as Sibiu, Brașov, and Timișoara stand out for their cultural heritage, tourism, and innovation. Small and medium-sized cities, such as Craiova and Arad, show significant progress in education and tourism, demonstrating local diversity and competitiveness. The report highlights an urban Romania operating at two speeds, where large cities focus on human and cultural capital, while smaller ones grow through public investments. This comparative analysis included 41 municipalities, evaluating them based on 51 indicators that reflect essential dimensions of urban development.
