Bucharest’s General Council proposes banning deliveries and courier services during peak hours

The General Council of Bucharest Municipality will debate a proposal on Wednesday to ban the circulation and parking of vehicles used for deliveries and courier services between 7:00–9:00 a.m. and 5:00–7:00 p.m. The measure is expected to take effect on January 1, 2027, and aims to reduce congestion during peak hours.

The proposal defines deliveries as the transportation, delivery, loading or unloading of goods for business operators, institutions and other legal entities. Courier activity includes the collection, transportation and delivery of parcels, documents or goods.

Exemptions apply to vehicles used by emergency and public order services, national defense and security structures, utility operators responding to breakdowns, as well as vehicles transporting medicines, blood products, organs, medical supplies or perishable food in refrigerated vehicles. Drivers will have to present supporting documents.

Violations of the ban could be punishable by fines ranging from 3,000 to 5,000 lei, imposed by local police officers. The initiators argue that medium- and large-sized vehicles, which frequently stop for deliveries, affect traffic flow.
