The normative act that allows the appointment of Herman von Hebel to the prosecutor evaluation commission was published in the Official Gazette on the morning of Friday, March 6, and has come into force.
In 2024, the anticorruption portal anticorupție.md published an investigation that revealed controversies related to Herman von Hebel, former president of the Pre-Vetting Commission. The investigation highlighted possible administrative illegalities during his tenure as a clerk at the International Criminal Court in The Hague, causing damage to the institution of at least 760 thousand euros.
It is also claimed that von Hebel simultaneously held the position of judge in the Netherlands and that of head of the Pre-Vetting Commission, contrary to the legislation of the Republic of Moldova. He rejected the allegations of breaking the law. In the context of the scandal, PAS deputies adopted an amendment that allows the appointment of members of the vetting commissions with 51 votes, instead of 61, which has sparked criticism from the opposition and experts, who warn that this could compromise the justice reform and create a dangerous precedent.
