The plenary of the Chamber of Deputies has adopted a bill that extends RCA insurance to vehicles that are not subject to registration, including electric scooters and electric bicycles. This measure is part of the transposition of Directive (EU) 2021/2118 and was initiated by the Government. The bill redefines the vehicle, establishing that the insurance obligation will apply based on technical criteria. Owners and users of vehicles that are stationed in Romania are required to take out RCA policies, with the exception of those using vehicles in sports activities in restricted areas, where organizers must have alternative insurances. The bill was adopted without the amendments from the Senate, and the proposals from the deputies were rejected.
