The Romanian Parliament has adopted a bill that makes liability insurance (RCA) mandatory for owners of electric scooters, electric bicycles, and other similar vehicles. This measure applies to vehicles that exceed a maximum speed of 25 km/h or have a weight greater than 25 kg and a speed of over 14 km/h. The aim is to transpose European regulations regarding civil liability insurance (RCA) for forms of urban mobility. Owners and users of these vehicles will be required to take out an RCA policy to cover the risks of use.

The law stipulates that the validity of the RCA policy can be checked electronically, and non-compliance with the obligation may result in fines or the retention of circulation documents. Authorities will develop methodological norms for the implementation of the law, including control and sanctioning procedures. Additionally, electric scooter dealers will need to clearly display the technical characteristics of the vehicles. The law will come into force after promulgation and publication in the Official Gazette, and owners will have a grace period to comply. Those who do not meet the new requirements will bear the full costs in the event of an accident.
