Siegfried Mureșan presents the guidelines of the PNL-USR-UDMR governing program. No new taxes in 2027, a reduction in VAT when the budget allows, and reforming the intelligence services, among the main measures

Designated Prime Minister Siegfried Mureșan presented on Wednesday, September 23, the guidelines of the governing program that he will submit to Parliament to obtain the investiture vote. The program proposes continuing the reforms begun by the Ilie Bolojan Government, reducing the deficit, and streamlining public administration.

Mureșan announced that he wants governance focused on economic growth, eliminating privileges and sinecures, reducing waste, and improving the services provided to citizens. He promised measures to stimulate the economy, create jobs, combat corruption and tax evasion, and increase investment in defense. Salaries and pensions are to be indexed when the budgetary situation allows it.

In the economy, the program provides for maintaining the flat tax rate and introducing no new taxes in 2027. State aid is to be directed toward companies that produce, export, and create jobs in Romania. The state will pay its debts to companies on time, while tax changes will be announced at least six months in advance.

The document includes reducing bureaucracy, modernizing energy and transport infrastructure, and accelerating digitalization. In healthcare, prevention and rapid access to treatment are priorities, while in education, the focus is on basic skills, reducing dropout rates, and expanding dual education.
