Despite being targeted by an ICC arrest warrant for the 'illegal deportation' of thousands of Ukrainian children, Putin will pay an official visit to Mongolia on September 3. This would be his first visit to a country that is a signatory to the Rome Statute, the treaty underpinning the ICC, since the arrest warrant was issued in March 2023. Under the Rome Statute, ICC member states are obliged to arrest Putin if he enters their territory.
