PSD President Sorin Grindeanu said Friday that the first budget revision adopted as an emergency measure by the Niculescu Government provides the funds needed to pay pensions through the end of the year, finance medicines and hospitals, fund social services and settle debts owed to Romanian companies.
Grindeanu said the measure should restore liquidity to the economy, but warned that a second revision is also necessary. It is scheduled for mid-November, after the European Commission’s forecast and reports from the National Institute of Statistics are published.
The PSD leader called for a comparative analysis of the budget deficit calculated on a cash basis and that calculated under the European ESA methodology. He argued that a lower cash deficit may merely reflect the postponement of certain payments, rather than a genuine improvement in the state’s financial situation.
Grindeanu asked the Finance Minister to present all outstanding invoices, including those for medical leave, VAT refunds, energy compensation and investment works. He cited estimates that Romania’s economy is expected to contract by 0.4% in 2026, while industrial production and the purchasing power of the average net salary are each projected to fall by 3.3%. The PSD president said the party is pursuing a shift from austerity to economic recovery.
