The Capital City Hall has initiated a regulation for intervention to improve the architectural and environmental quality of buildings in Protected Construction Areas (ZCP). Owners of notified buildings who do not contract rehabilitation works will be fined between 5,000 and 8,000 lei. The project stipulates the obligation for owners to carry out intervention works in case of degradation that affects the safety of the population or the urban image. The coordination commission will analyze and approve the intervention program, and owners can request co-financing for the works. Minor works do not require authorization, and for those with incomes below the average salary, the Municipality of Bucharest can cover the expenses. In case of refusal to carry out the works, the City Hall will intervene on behalf of the owners, subsequently recovering the costs. The fine for non-fulfillment of obligations will be imposed by the Local Police.
