At the PSD Congress, he emphasized that Bucharest needs a mayor who acts, not just speaks, highlighting his achievements in Sector 4, including attracting over five billion euros in European funds and building the first metro station constructed by a local mayor's office. Băluță advocated for a unified administration, where all aspects of the city - transport, housing, education, health - collaborate effectively. He reaffirmed that he is not running to advance in his political career, but to address the citizens' issues, wanting a Bucharest that works for everyone.
