Ukrainian President Volodymyr Zelensky said Ukraine is prepared to halt attacks on refineries and diesel fuel depots in Russia at the request of U.S. President Donald Trump’s negotiating team, but only if Kyiv receives guarantees or military support.
In an interview with the program “TSN. Week,” Zelensky presented three options. The first involves an “energy ceasefire,” under which Russia would stop attacks on Ukrainian energy infrastructure. The second concerns activating Starlink coverage over Russia in exchange for providing information on the locations of ballistic missile launchers. The third option is the delivery of Patriot missiles to Ukraine.
Zelensky said none of the proposals had been implemented, so Ukraine continues to strike Russian oil facilities. He argued that these attacks do not significantly affect global prices, as Russia accounts for approximately 2% of global diesel exports.
The Kyiv leader also warned against lifting sanctions before peace negotiations. According to him, the restrictive measures must be maintained as leverage against Moscow and removed only as part of an agreement to end the war. Meanwhile, Ukraine, the United States, the EU and NATO are preparing talks in Brussels on security, guarantees and European integration.
