The proposal to eliminate the all-inclusive system is motivated by significant food waste, with almost 50% of meals served ending up in the garbage. Members of the President's Council on Agriculture suggest an 'a la carte' system, where customers can order only what they eat. Regulations allowing portion-sharing would also be introduced. Officials stress that waste affects not only the environment but also public health, recommending that food scraps be donated to animal shelters.
