Donald Trump described the agreement as a "great miracle," while Congolese and Rwandan leaders adopted a more cautious tone. The ceremony took place at the recently renamed "Donald Trump Institute for Peace" and was the result of strong pressure from the United States. The agreement includes a cessation of hostilities, a disarmament program, and justice measures for the victims of the conflicts. The agreements also have an economic dimension, concerning the exploitation of strategic minerals in the region.

Despite the signing, armed confrontations between the M23 group and the Congolese army continue in eastern Democratic Republic of Congo, causing a severe humanitarian crisis.
