Additionally, the government would have the right to any 'royalties' received by employees from unauthorized disclosures. This initiative is part of the president's broader efforts to control the flow of public information. An OPM spokesperson stated that the measure is motivated by concerns related to unauthorized disclosures that affect agency operations. The draft stipulates that former employees would need written permission from an authority to discuss confidential information with journalists after leaving their positions. Although this agreement does not apply to protected disclosures, Trump has had an aggressive stance towards the media, accusing it of 'fake news' and restricting journalists' access to official events.
