The Council adopts restrictive measures against certain high-profile political figures and a notorious criminal group to combat impunity and human rights violations.
Brussels, December 15, 2025 – The Council of the European Union has adopted new restrictive measures against three individuals and an entity from Haiti, in response to the escalation of gang violence and serious human rights violations in this country. The sanctions target key political figures accused of supporting armed groups, as well as a powerful gang responsible for destabilizing the region.
In short Former president Michel Martelly and his advisor Youri Latortue have been sanctioned for arming and financing gangs to promote their political and economic interests.
Former senator Rony Celestin has been listed for his involvement in smuggling and for orchestrating the assassination of journalist Néhémie Joseph, who had exposed acts of corruption.
"Gang 5 Segond," based in Port-au-Prince, faces sanctions for a range of offenses, including murder, rape, piracy, and obstructing humanitarian aid.
Today's listings strike at the intersection of politics and organized crime in Haiti. Michel Martelly, the former president, and Youri Latortue, the founder of the L’Ayiti An Aksyon (AAA) party, are accused of using gangs to control territory and protect their personal assets. By financing these armed groups, they have directly contributed to the cycle of violence affecting the nation.
The Council has also taken measures regarding press safety, sanctioning former senator Rony Celestin. Celestin is involved in illicit activities with armed groups and is considered responsible for the assassination of Néhémie Joseph, a journalist investigating his illegal dealings.
Additionally, the EU has listed "Gang 5 Segond," a criminal organization operating from the Village-de-Dieu neighborhood. This group is notorious for kidnappings, arms trafficking, and blocking essential humanitarian aid intended for vulnerable populations. The sanctioned individuals and entity are now subject to asset freezes, and EU citizens and companies are prohibited from making funds available to them. Furthermore, individuals are banned from traveling within the European Union.
