The European Union has decided to adopt stricter visa rules for Russian citizens, in response to the use of migration as a weapon and acts of sabotage. Russian citizens will no longer be able to obtain multiple-entry visas and will have to apply for a new visa each time they wish to travel to the EU. The European Commission emphasized that the purpose of this measure is to protect public policy and security.
Exceptions will be made for dissidents, independent journalists, and human rights defenders. Kaja Kallas, the head of EU foreign policy, stated that it is hard to justify that someone starts a war and expects to travel freely through Europe. In response, Maria Zakharova, the spokesperson for the Russian Foreign Ministry, criticized the measure, suggesting that Europe does not need Russian tourists.
