Sweden has reached a threshold of under 5% daily smokers, considered by the World Health Organization as the criterion for a "smoke-free country", according to a report by the Swedish Council for Information on Alcohol and Other Drugs (CAN).
The data shows that the percentage of smokers has decreased from 16% in 2003 to 4.8% in 2025, one of the lowest rates in the world. Experts attribute this development to public health policies and the widespread use of alternative nicotine products, such as "snus", electronic cigarettes, and nicotine pouches. However, the report warns that nearly a quarter of Swedes still consume nicotine daily, even if they no longer smoke traditional cigarettes.
