The Russian Foreign Ministry declared that any discussion with Japan regarding a peace treaty is conditioned on Tokyo's renunciation of what Moscow considers to be an anti-Russian policy. Maria Zakharova, the spokesperson for the Russian Foreign Ministry, emphasized that Japan's current policies have led to a stagnation of cooperation between the two countries.
Russia and Japan have never signed a peace treaty to officially end hostilities from World War II. Negotiations for such a treaty began in the second half of the 20th century but were suspended by Russia after Japan imposed sanctions in response to the war in Ukraine. Disputes between the two nations are exacerbated by the conflict over the Kuril Islands, claimed by Japan but occupied by Russia since 1945.
