The Netherlands and 40 other OSCE member states call for an independent inquiry to investigate Russia's torture of Ukrainian prisoners of war.

Invoking the Moscow Mechanism, the Netherlands and other OSCE member states are calling for an investigation into Russia's war crimes in Ukraine. This mechanism, activated for the first time in 2022, allows experts to be sent quickly to assess serious human rights violations. A 2024 UN report highlights that 95% of released Ukrainian prisoners of war have suffered torture, including beatings and sexual violence, and Ukraine's Prosecutor General's Office has reported executions of surrendered soldiers. Recent investigations have revealed the existence of special prisons where prisoners are subjected to systematic abuse.
