A report prepared by independent OSCE experts highlights the alarming situation of minors in Ukrainian territories controlled by Russian forces. Approximately 1.6 million children are subjected to an aggressive system of indoctrination and militarization, which could constitute persecution as a war crime, according to expert Herve Ascensio.

The report was presented in Vienna, within the OSCE Moscow Mechanism, which investigates human rights violations. Young people are fleeing occupied territories to avoid forced recruitment, and concrete cases of incorporation have been documented. Experts are calling for the integration of the issue of Ukrainian children into peace negotiations and the opening of humanitarian corridors for family reunification. It is also mentioned that Russia refuses to cooperate with the OSCE mission, thus complicating investigation efforts.
