Ministry of Labor: The WorkinRomania platform is blocked after the court suspended the list of occupations in shortage

Employers using the WorkinRomania platform are currently unable to complete registration and authorisation procedures or submit applications for D/AM2 work visas. The Ministry of Labour announced on Tuesday, 15 September, that the disruption occurred after the Bucharest Court of Appeal suspended the order concerning the shortage occupation list.

The ministry says that, without the list being applied, the institutions involved cannot carry out all the checks required to approve the files. It asked the Ministry of Internal Affairs, which technically administers the platform, to ensure that the restrictions apply only to operations affected by the court’s decision. It also requested the identification of applications already submitted and the establishment of how they can be processed, depending on the status of each file.

The Court of Appeal’s decision has not yet been officially sent to the Ministry of Labour. After receiving the document, the ministry says it will file an appeal.

The WorkinRomania platform was launched in August to manage online procedures concerning the employment of foreign workers. The Association of Labour Force Importers, the organisation that obtained the suspension of the order, says the measure does not suspend the entire legal framework and calls for the workflows for occupations listed in COR to be restarted. The association warns that the disruption could affect companies in construction, agriculture, industry and hospitality.
