The Employers’ Association of Workforce Importers (PIFM) announces that the Work in Romania platform will become fully operational by mid-November at the latest, after a technical and legislative solution was identified together with the Ministry of Labor to unblock procedures for hiring foreign workers.

The platform was blocked in September after the Bucharest Court of Appeal suspended Order No. 1073/2026, which approved the list of occupations facing labor shortages. The suspension affected the registration and authorization of employers, as well as the submission of applications for long-stay visas.

The agreed solution involves issuing two ministerial orders: one to amend the methodology for establishing the list and another to approve an expanded list. The number of occupations facing labor shortages will increase from 289 to nearly 400, while adding new professions upon request is expected to take no more than ten days.

The deadlock affected hundreds of employers in construction, HoReCa, manufacturing, and services and created administrative risks for foreign workers already in Romania. PIFM maintains, however, that Emergency Ordinance 32/2026 must be revised in Parliament, including provisions concerning liability for third-party acts and transitional rules.
