The treaty proposed by Russia in 2022 called for Ukraine to become "permanently neutral", with a smaller army, Crimea under Russian control and the Russian language as official. The Ukrainian delegation walked out of the talks, and the Kremlin accused Ukraine of abandoning the talks. Peskov said the conditions in 2022 were different from the current ones, referring to Russia's occupation of Ukrainian territories.
